Thomas Millsop was born in Sharon, Pennsylvania in 1898. When he was 15, he went to work in a steel mill, earning 10 cents an hour. In his lifetime, he was away from the steelmaking industry only once, when he served in the U.S. Marine Corps during World War I.

Millsop moved up in the ranks of Weirton Steel Company and in 1936, took over as its president, becoming and the youngest man to head a major steel company. In 1954, he was named president of National Steel Corp., Weirton's parent company, and vice chairman of Weirton Steel. He also served as mayor of the city of Weirton, West Virginia.
